TPr Herlina Ab Aziz is the President of the Malaysian Association of Social Impact Assessment (MSIA) and Advisor to the Main Organizing and Technical Committees of SIAC 2026, where she also serves as a Moderator and Panelist. Her leadership reflects a longstanding commitment to advancing Social Impact Assessment (SIA) as a recognised professional practice and to strengthening collaboration, knowledge exchange and professional capacity within Malaysia and across the region.
As President of MSIA, TPr Herlina has been actively involved in strengthening the SIA profession through professional accreditation, policy and technical guideline development, capacity building, training, research and publications. She has also championed stronger institutional recognition of SIA and greater integration of social considerations into development planning and decision-making. Through SIAC 2026, she continues this commitment by bringing together practitioners, policymakers, academics and development institutions to exchange knowledge and advance socially responsible and people-centred development.
Professionally, TPr Herlina is a Chartered Town Planner with the Board of Town Planners Malaysia (LPBM) and certified SIA practitioner with over 25 years of experience in development planning, regional and urban planning, social safeguards and social impact management. She is the Principal Director of PEERS Consult (M) Sdn Bhd and a registered Subject Specialist with Malaysia’s Department of Environment. She has led and contributed to planning and social assessment assignments at local, state, regional and international levels.
TPr Herlina has also served as a Social Safeguards Consultant for World Bank-financed initiatives in Malaysia and Indonesia, supporting the integration of social safeguards into infrastructure development, land administration, urban development and regional planning in accordance with internationally recognised environmental and social standards.
Her current professional interests centre on strengthening social impact governance, professionalising SIA practice, improving the translation of assessment into effective impact management, and expanding regional collaboration in SIA across Asia and beyond.
