Hayato Kobayashi is a Safeguards Specialist with more than 20 years of experience in international development cooperation. He is the President and CEO of Bricolage Co., Ltd., and is currently based in Ho Chi Minh City, Vietnam. As an independent consultant, he works mainly on projects supported by the Japan International Cooperation Agency, and previously worked at the World Bank in Washington, DC. He has advised on the environmental and social dimensions of development projects across Asia, including transport and infrastructure projects in Vietnam, the Philippines, India and Nepal. His work spans social impact assessment, resettlement action planning, indigenous peoples planning and strategic environmental assessment, with a focus on ensuring that affected communities are meaningfully engaged and their voices reflected in decisions from project preparation through implementation. Alongside his safeguards practice, he has been involved with the Millennium Project, a global participatory futures research think tank, since 2002, and serves as Node Coordinator of its Japan Node. Drawing on this experience, he is interested in exploring opportunities to apply futures research methods, such as scenario building, to development cooperation where a longer-term perspective could inform better decisions.
